This position serves as the Assistant HR Director, provides advanced professional HR consultative services to Century College leadership and employees, and coordinates the daily operation of the HR office for Century College. This position serves as a Business Partner to assigned administrators and oversees talent management, HRIS, labor relations, benefits, Affirmative Action and diversity initiatives. This position is responsible for the integrity of HR processes, data systems and reporting. Position is confidential as defined by M.S. 13.37 as it has access to and utilizes information pertaining to labor relations, it provides assistance and information for use in the development of a strike plan, and it will research/compile classification and compensation information to respond to equity proposals for salary ranges for classes under review in collective bargaining negotiations. Position Responsibilities: Position Allocation: Direct the comprehensive process of position analysis for classification and reallocation of approximately 76 classifications of classified and unclassified employees to ensure uniform classification criteria so that accurate position allocation decisions are made and appropriate and complete information is provided to the system office. Employee Relations/Management: Work with all levels of management in resolving employee problems, including complex situations, leaves of absences, workplace violence, disability, layoffs and performance problems, disciplinary action by interpreting the provisions of labor contracts and personnel plans and advising management of the same. Investigations: Conduct investigations and provide written report of findings to appropriate management decision-maker. Recruitment: Serve as Business Partner to the Presidents Office and other areas in the portfolio, as well as a liaison and consultant to executive decision-makers. Collective Bargaining Guidance: Advise college leadership on interpretation of collective bargaining agreements to ensure that they have the knowledge and information needed to understand and adhere to negotiated agreements, along with the need for uniform and consistent interpretation and application of the contracts. Immigration: Provide expertise and guidance to administrators and employees for immigration work, issues, and concerns. HR Department: Work with the Chief Human Resources Officer (CHRO) in providing overall direction and day-to-day decision-making concerning Human Resource services, including policy development and implementation; development of work plans, and development of personnel forms and processes to improve HR practices. Diversity & Inclusion: Serve as the Affirmative Action Officer and participate in the college-wide Diversity Committee, working on equity and diversity initiatives across campus. Minimum Qualifications: 5 years of Human Resources generalist experience, providing consultation and guidance in areas such as job evaluation, labor and employee relations, investigations, workforce planning and Affirmative Action. BA in Human Resources or closely related field Masters degree in HR or related field may substitute for two (2) years experience Experience with employment law including but not limited to federal and Minnesota employment law, Fair Labor Standards Act, Public Employees Labor Relations Act, Family Medical Leave Act, and American with Disabilities Act, and personnel laws and rules sufficient to interpret, administer, advise, and provide recommendations to college staff, managers, supervisors and administrators on all aspects of Human Resources functions. Experience administering and advising collective bargaining contracts including discipline and termination processes, grievance preparation and processing and nuanced interpretation. Strong interpersonal and human relation skills sufficient to maintain effective working relationships with management, employees, unions, and the public. Demonstrated ability to speak in public for training and presenting HR programs to employees. Ability to understand complicated documents and data including but not limited to labor agreements, contracts, visa documents, payroll and wage/benefit calculations, benefit information, and legislation or Administrative Procedures sufficient to interpret and advise stakeholders. Comprehensive computer software skills, including high-level knowledge the Microsoft suite, database and reporting, email, HRIS systems and other business software applications. Preferred Qualifications: Bachelors degree in HR or related field. Experience in public sector human resource management. Experience working in education sector HR and the unique factors involving faculty employees. Highly developed communication skills, both oral and written, to include persuasion, presentation, problem solving, trust-building, and the achievement of successful working relationships with management, employees, unions and the general public. Demonstrated commitment to ongoing professional HR development.
